Cascais Municipality has begun manoeuvring to “shift the blame” and point the finger at those with less power. Former councillor Filipa Roseta, who may have acted (wrongly) on the orders of those who held greater authority (Carlos Carreiras, Miguel Pinto Luz or Nuno Piteira Lopes?), is the first high-profile victim, after Miguel Pinto Luz blamed Cascais Municipality officials for what happened.
Over the coming days, we will see what other developments emerge. For now, it is important to bear in mind that responsibility lies with those who were in charge of Cascais Municipality and who are now refusing to say anything.
More was expected from a European Capital of Democracy than a code of silence or a kind of “omertà”. What was expected was dignified and transparent conduct, which is clearly not the position being taken by Cascais Municipality.
And, while we are at it, why have the works still not been stopped when Cascais Municipality was ordered by the judge to immediately cut off the water, electricity and gas supply to the construction site?
