Municipal Assembly. May 7th



On May 7, 2025, another meeting of the Cascais Municipal Assembly took place, which featured interventions on Quinta dos Ingleses. Thank you to everyone who continues to believe that it is possible to reverse the wrongest political decisions ever made about Carcavelos, jeopardizing our future!



Carlos Carreiras declared that SOS had lost everything it had to lose and that the decision ordering CMC to hand over a series of documents relating to the Hilton Hotel to SOS would only have imposed an obligation on CMC to issue a statement saying that the requested documents did not exist.

It's hard to be more untruthful, but this city council executive seems to use this technique frequently.


To be clear, this is the third decision/judgment in this case ordering CMC to hand over the documents: the first was by CADA; the second was by the Administrative and Fiscal Court of Sintra on October 30, 2024; and now this one by the Court to which CMC has appealed. Three decisions, three victories for SOS; three total defeats for CMC.


As for the documents that CMC has been ordered to provide, some must necessarily be included in the licensing process. Otherwise, the license will be null and void. Therefore, either these documents exist and CMC must provide them, or they don't exist and the Hilton's license is null and void. If they exist and the CMC says they don't, it commits a crime of false declarations. We'll see if this is the path Carlos Carreiras chose. But let's suppose that there are documents requested that don't actually exist. In that case, in addition to the consequences for the ongoing criminal proceedings and licensing, the CMC will have to explain why it has been saying in court for a year and a half that it won't hand over something that doesn't exist! And, while we're at it, how much money it spent on one of the most expensive law firms in the country on a case that might not have existed if, with the transparency it is obliged to have, CMC had said right from the start that no such documents existed. Is this the way to run a municipality?
